BIO: Arturo Cabrera-Hidalgo is a career diplomat and member of the Ecuadorian Foreign Service since October 1988. He is also an academic researcher and university lecturer for more than 24 years. Among other positions during his career in Ecuador, he has been Vice minister of Foreign Affairs and Acting Foreign Minister of Ecuador; Undersecretary for Multilateral Affairs at the Ministry of Foreign Affairs; Deputy Secretary General for Intelligence at the National Intelligence Secretariat; Deputy Secretary General for Migrants at the National Secretariat for Migrants; Advisor and Member of the Civil Cabinet of the Ministry of Defense; member of the Crisis Committee of the President, and Chair of the Academic Board of the Diplomatic Academy of Ecuador.

His posts abroad include the United Nations (twice); the Organization of American States; The Hague, Ankara, and Washington D.C. Currently, he is Ambassador of Ecuador to Australia, New Zealand and Fiji.

In a personal capacity, and on behalf of Latin America and the Caribbean, he was elected Member of the Consultative Group of the United Nations Human Rights Council (Geneva); the Drafting Group of the Colombo Declaration on Health and Migration (Sri Lanka), and the Drafting Group of the Report to the UN of the First 10 years of the Global Forum on Migration and Development. 

Ambassador Cabrera-Hidalgo holds a PhD degree from the University of Leiden in International Cooperation Regimes in Security and Strategic Intelligence; a Master degree in Government and Public Administration from Harvard University; a Juris Doctor and a BA in Political Science from the Catholic University of Ecuador.
